The redevelopment of this affordable housing community for the Housing Authority of Clackamas County is transforming 100 aging units on a massive 16.5-acre site into an inclusive, community-centered neighborhood. Taking advantage of the generous site, 20 cottage clusters will be arranged throughout the landscape, resulting in approximately 224 new homes and replacing the existing 1940s buildings. The design prioritizes the pedestrian experience with a reconstructed street grid and a new walking and biking park loop to provide a safer, more vibrant community in which residents can thrive.

In partnership with PLACE Studio, we worked with engagement consultant Cascadia Partners to ensure the redevelopment plan would align with the aspirations of both current and prospective residents. Feedback was invited from local service providers and neighbors, current residents were invited to join a Resident Advisory Committee that met several times throughout the process to inform the design, and a final open house was held to share the resulting plan. This authentic public process helped foster trust among residents and gave them a key voice in influencing the design of their reimagined community.

Resulting from this engagement, our design features cottage cluster-styled homes arranged around shared outdoor courtyards and greenspaces while taking advantage of the existing natural site. Each cluster of homes, featuring units ranging from one-bedroom apartments to four-bedroom townhouses, includes amenities such as bike storage, laundry, and centralized mail, while a shared community facility, playgrounds, and a sports court bring health and recreation to the broader development.
